I am confused ... again

Today GOP presidential candiate Mitt Romney said, "I'm not concerned about the very poor." 

 

In December former Gov. Romeny said cutting programs that support the poor and "giving money back to the states" won't hurt the poor. 

He's not concerned about the very poor because they have safety nets, but he wants to cut the safety nets. HUH? Does this make sense to anyone?

BTW, what is "very poor?"
Are there degrees of poor?
Do the poor know, care or make the distinction of whether they are "moderately poor" or "very poor?"

Give me a break, he not only lacks concern for poor people, he seems to lack genuine compassion for them as well.
